Conclusions of the 1179th Committee of ministers Human Rights meeting – case of Kurić and others v. Slovenia

Strasbourg – Between 24th and 26th of September 2013 the 1179th Committee of Ministers Human Rights meeting took place.

Among others the case of Kurić and others v. Slovenia was discussed. Minister of Interior of Republic of Slovenia dr. Gregor Virant took part at the meeting. Minister presented the historical overview of the erasure and all the possibilities of the erased to get the status of residence permit or citizenship in Slovenia. He pointed out the successful first reading of the draft Act on compensation for damage to persons erased from the permanent population register and presented to the Committee its main points. The information about the scope of beneficiaries, the amount of lump-sum compensation and the administrative procedure, were given in detail.

In the debate, delegations welcomed the presence of the Minister, which obviously reflected a positive attitude and willingness of Slovenia to implement the judgment. At the same time, some of the countries were interested about the scope of beneficiaries, in particular those, who applied for the citizenship or residence in Slovenia but were denied.

The Committee welcomed the first reading of the draft law and encouraged Slovenia to adopt the law before the end of this year. Slovenia was urged to devote special attention to those beneficiaries who were rejected for their status of residence permit or citizenship.

The Committee decided to resume this case again at their 1186th meeting in December 2013.
