Decisions of the 1186th Committee of Ministers Human Rights Meeting – case of Kurić and others v. Slovenia

Strasbourg – The 1186th Committee of Ministers Human Rights Meeting took place in Strasbourg between 3rd and 5th of December 2013.

The Committee examined, among others, the case of Kurić and others v. Slovenia. Minister of Interior of the Republic of Slovenia dr. Gregor Virant took part of the meeting. Minister presented the content of the Act on Compensation for Damage to Persons Erased from the Permanent Population Register of the National Assembly, which was adopted on 21st of November 2013. The Act is in line with the decisions of the 1179th meeting of the Committee, held in September 2013. The scope of beneficiaries was expanded and the amount of the 'lump sum' compensation was raised from 40 EUR to 50 EUR for each month of erasure.

Delegations welcomed the cooperation of the Minister and the progress that Slovenia made from the last meeting. The Committee welcomed the adoption of the Act on Compensation for Damage to Persons Erased and the broadening of the scope of beneficiaries and noted with satisfaction that the amount of the 'lump sum' compensation was raised. The Committee decided to transfer the case from enhanced supervision to standard supervision procedure, under which no special discussions are held on individual cases.

On the margins of the meeting the Minister met with the Commissioner for Human Rights Nils Muižnieks and, in the absence of the Secretary General, with the Deputy Secretary General of the Council of Europe Gabriella Battaini-Dragoni.
