The 19th Session of the Council of Europe Congress of Local and Regional Authorities
Strasbourg - The 19th Session of the Council of Europe Congress of Local and Regional Authorities took place in Strasbourg from 26 to 28 October 2010. The representatives elected a new President of the Congress, Keith Whitmore from Great Britain.
The Congress celebrated the 25th Anniversary of the European Charter of Local Self-government, which was commemorated in particular by the signing of the European Charter of Local Self-government by Andorra.
Representatives to the Congress discussed reform of the Congress and the priorities for the years 2011 and 2012. The Secretary General of the Council of Europe, Thorbjørn Jagland, and the President of the Parliamentary Assembly of the Council of Europe, Mevlüt Çavusoglu, addressed the representatives in connection with reform of the Congress and reform of the entire organisation. The Macedonian Minister for Local Self-government, Musa Xhaferri, addressed the representatives on behalf of the Macedonian Chairmanship of the Council of Europe.
The Congress is divided into two chambers, the Chamber of Local Authorities and the Chamber of Regions. Both chambers elected their new presidents and seven vice-presidents. Slovenia was represented in the Congress within the Chamber of Local Authorities by Uroš Brežan and Izidor Jekovec and within the Chamber of Regions by Miro Kozelj.
